FAF6 Regions
The regions used throughout the freight flow data: 134 areas covering the United States plus 8 world regions for international trade. The District of Columbia is one of them, its part of the Washington area, and it is the one drawn on the map. It is a group of whole counties, so it does not line up with metropolitan planning organization boundaries or census urban areas.
